This would be nearly impossible in the county unless you are able to control the pet population. Unfortunatly, you would soon be out of space to house all of the animals.
There is a bigger picture here that you have to look at.
First - you need to attack the pet polulation on a basic level by starting a low cost/no cost spay/neuter program.
Second - you will need an agressive adoption program so that pets can move out quickly. This can be accomplished by holding off site adoptathons and advertising well. You would also utilize the rescue community and ask for their help placing adoptable dogs.
Third - you need to fundraise and make your shelter as large as you can so that you can fulfill your mission.
