It seems odd to most people that horses get ticks and not fleas. It sounds like you are dealing the common deer tick. They are small and they like to hide on the belly and underside of the horse.

You need to pick them all off and use a spray repellant to prevent them from returning.
Be sure that your horse is vaccinated well.
