My daughters baby bearded dragon had one eye closed days and

My daughters baby bearded dragon had one eye closed for several days and was scratching it. Read online could b too much UVB or bad bulb ( it is new) so turned it off and was dribbling water over dragons head to gently bathe eye. It's open now but still closes intermittently and still not been same as other eye ( it's been almost a week)
