For the nasal congestion you can give her human Benadryl. 1mg of Benadryl per each pound of dog ever 12 hours as needed.

You can also use over the counter nasal saline drop. One drop in each nostril twice a day.

You could take a human thermometer and take his temperature to see if he has a fever. Put some Vaseline on a regular human thermometer and insert into the rectum about an inch. A normal temp for a dog is 100-102.5 F

If he has a fever he should see a vet.
If he will not eat for 24 hours, has trouble breathing, or he has colored nasal drainage he should see a vet as well.
