no picture its been about a week she eats and drinks fine just tried all the time runny nose inside eye lid half way on her eye

Those are signs of discomfort. Your dog could have a scratch on the eye, conjunctivitis, uveitis, or glaucoma. Has this ever happened before?

Yes, these problems don't make them act differently, just very uncomfortable.. It's similar to having sand in your eyes you cant get out. I'd call your veterinarian in the morning, they can prescribe eye drops that will make the eye open wide (and comfortable) almost immediately.
