I suspect that your dog is still in heat.
Dogs estrus cycle (heat) lasts anywhere from 21-23 days, depending on the dog. They may have swelling of the vulva for all or part of that time. If you saw that she was in heat last week (meaning that you saw blood), then that was the time she was most likely to allow a male to breed her, but she will still have the hormones in her body that cause that swelling for several more days.
I would just keep an eye on her. If you notice any lethargy, anorexia, problems urinating, or any other behaviors that aren't normal for her, then you should have a vet take a peek at her, just to be on the safe side.

And you're positive she didn't get bred last time?Did she have the swelling last time, or just bloody discharge?
So at this point, I'm not exactly sure what is going on, but it's possible that her last time wasn't a full heat because she was only 6 months old.
If this were me, I would give my vet a call and have them run a progesterone test on her. This is a blood test that checks for the hormone a bitch produces when she's in heat. By the level of that test, they'll be able to tell if she is in a 'real' heat this time or if there is somehting else going on.
If she does have an issue with her levels, it might be a good time to get her spayed so that you're not dealing with these issues forever.
