Sounds like you'll need to treat for parasites- I would suggest deworming for tapeworm (usually a pill-there are different brands, I usually use Drontal) and using a product like Revolution applied for a total of 3 treatments and thoroughly clean house, his bedding etc. Tapeworms can be transmitted by fleas, so if you have any other pets in the house they will also need to be dewormed and treated preventively for fleas.
You'll need a product with praziquantel in it to treat tapeworm specifically. This is the most effective dewormer for tapeworms. I'm in Canada so we don't have any over the counter products here but I think you do have some in the US-just make sure it has praziquantel as the active medicinal ingredient.
Tapeworms need an intermediate host for transmission so the animal needs to eat either a flea, mouse,bird etc that is carrying the tapeworm to be infected. I would deworm the other dog as well just in case but you don't need to worry about human transmission. A good general clean up is usually sufficient.
The segments are the eggs so they are still alive until they dry out.
