Each airline is different on how big of a dog can ride in the cabin of a flight, but as a general rule, as long as the carrier can fit beneath the seat in front of you (just like a normal carryon) it's fine.

I did a little research and found the information for 4 major carriers:

If you're flying on an airline other than the ones I listed, just go to the airline main internet page and search for 'flying with pets". You'll be able to find their protocols for each airline.
