If she is spayed then the most common reason for swelling of the vulva would be vaginitis. This is fairly common in young female dogs and is often referred to as puppy vaginitis. This will often resolve on its own in a few days. If you notice any discharge this too would be expected with vaginitis.The itching would also be a sign often seen with vaginitis.
What I would do is just clean the area twice daily with warm water, saline or a human vaginal wash. A small amount of anti itch cream used for human yeast infections such as Monistat can also help with the itching.
That said if she is licking more often then normal, the area is red, has a discharge with a foul odor,she has increased urination or is urinating in smaller amounts this could indicate a urinary tract infection or infection based vaginitis and I would then suggest having her seen by your vet.
