Is she spayed? Clear drops of fluid, and an enlarged vulva would be the first sign she is going into heat.
It could be a bladder infection, but that would not be common in such a young dog. If I could, I would look at the drops from her vulva under a microscope to see if it is urine, if there is an infection or if the drops you see are actually the beginning of her being in heat. If she is spayed, then being in heat is not it!
