My 4 month old puppy5 has a lump on his upper jaw on both sides. ..could this be his teeth

It would not be the teeth unless there is an infection.
Are the lumps soft and movable or are they hard and stuck to the bone underneath?
When did they first appear? Have they grown in size?

Hello chas shows that you are offline so I will try to answer your question with the information you gave.
Swelling under the jaw could be due to the lymph nodes which are located there as well as behind the leg, and under the armpits. This would indicate an infection in the body. If all of the location of the node are swollen it can indicate cancer.
There are also salivary glands located in the neck and sometimes these swell due to trauma. I am going to direct you to sites on what I have mentioned for further reading. It will tell you symptoms and treatments.
