I have a female German Shepherd and she has her period since this monday, I would like to breed her with my neighbour's German Shepherd, when is the best time to have them meet?

Dogs can differ in heat length, but the average period is about 21 days.
They generally start bleeding during the first part of the heat cycle, and the best time to introduce a male is during the second part (days 4-21).
The best way to know if your female is ready to mate is to have a vaginal cytology done at your local vet's office. They'll take a smear and be able to tell by looking at the cells collected whether she's ready to be bred or not.
