While I cannot diagnose this over the internet I can tell you the following :

If your dog has been exposed to an irritant such as mace then you should thoroughly wash and irrigate his eyes with lukewarm water and then try and prevent him rubbing or scratching at his eyes until the irritation dies down. Air flow towards the eyes as from a fan may help. Just the same situation as if a person had been exposed to mace.
