Resolved Question:

My dog's eye is swollen surrounding it and red. What could this be?

Can you help me with a few questions?
1. Do you mean the eyelids are swollen?
2. How does the eye look? Is the white part of the eye also red?
3. Is he squinting?
4. Are both eyes swollen?
Customer: replied 7 years ago.
Just the left eyelid is swollen, but the eye isn't red and he is is squinting on that side. It must be irritating because he keeps scratching it.

Got to stop the scratching ASAP. His nail may hit the eye and cause a corneal ulceration (assuming there isn't one there already that he may make worse).
The eyelid can be swollen due to trauma, conjunctivitis, meibomitis (inflammation involving the glands within the eyelid), a hypersensitivity reaction (insect bite).
I would recommend an examination now. If he continues to scratch all night, this eye will be a disaster by tomorrow.
The veterinarian can do a stain test (yellow dye into the eye then rinsed out to check for ulcers), prescribe a cone head to protect the eye, and medications to calm the irritation and sensitivity.
Good Luck
