It all depends on how much the dog has consumed and how large or small the dog is. If a dog eats a whole role of toilet paper then this really isn't a good idea as it could potentially cause an obstruction, stomach pain, and even vomiting. If he grabs a piece or two before you catch him then no big deal but I wouldn't make it a regular routine. I wouldn't consider it good fiber either as it really isn't often you see a dog eating off of a tree it just isn't natural for them. Good fiber for dogs would be that found in grains and vegetables which is commonly mixed in their foods.
