This might be a Cutaneous horn which is a benign growths of hard tissue, which looks like a small horn growing out of the skin.
You can read about causes of lumps and bumps in dogs here
But with any lump or bump its best to have your vet check it out. If it is something that needs to be removed its usually best to get it off while it is still as small as possible.
