My dog is vomiting red foam

Yesterday, I took my 1 1/2 yr old border collie mix to the vet for vomiting and diarreha. He was dehydrating and could not keep anything down, although very energetic. The vomiting stopped last night but has started again when I fed him at 4:00. Now, I see spots of blood and he is vomitting red foam. Should I wait and call my vet in the AM or take him to the emergency clinic?

How many times has he vomited this red foam?
Is he acting depressed and lethargic?
If you lift his lip and touch his gums above his teeth, do they feel wet and slimy or dry and sticky?
How many days was he experiencing vomiting and diarrhea before you took him to the vet?
