New born pups can get an infection that travels up the umbilical cord and which then becomes systemic septicemia.
A lot also depends on the individual pup's immune system. Part of that is inherited and part may depend on the immune status of the mother, and the amount of colostrum absorbed in the critical first 24 hours by the pup. Puppy age, the amount of microbes in the surrounding environment, stress and so on can all impact this too.
