In general, you should feed just slightly less than the recommendation on the bag of puppy food. A Shih Tzu of that age is usually about 5-7 lbs., and so would eat about 1/4 cup of dry food twice daily. Alot will also depend on whether it is a premium food or not. Less can be fed of the premium foods than the general dog foods, as they tend to have more calories per serving.
Your veterinarian will be able to evaluate your puppy's body condition score for you and let you know if you are feeding an appropriate amount.
