Some people see this as an obsessive compulsive issue and some as a behavior problem and some as a sign of epilepsy.
This sort of behavior is also referred to as a stereotypic behavior.
This sometimes is an attention seeking behavior but is more often a compulsive type disorder.
It may be a form of seizure in some dogs and be caused by a focal or partial seizure.
Sometimes it can be controlled through training and exercise but it can also be helped by medications.
I would suggest that you ask your veterinarian for a referral to a veterinary behaviorist for help with a behavior plan and medications to help your dog over his obsession.
You should also discuss the problem with your dog's breeder if you know them.
If you have ever used a laser pointer to play with him that would be something to not use again with this particular dog.
Hope this helps you!
