Is it normal for a pregnant dog to leak fluid and mucus from vulva almost a week before whelping puppies?

There is usually a sticky discharge but what you are describing sounds more like her water has broken and she should have pups soon after that.
Dogs are pregnant 58-65 days and 63 is only an average so a dog can have pups almost a week earlier than you expect if you planned on her whelping on day 63.
Stringy mucous is often seen before pups start arriving.

If its been more than an hour since you saw the mucous discharge I'd seriously consider seeing a vet if no pups have arrived as she might be whelping but have a pup too large to deliver on her own stuck in the birth canal.
