how to tell if your dog is blind

when i look in to my dogs eye it looks not normal and i can put my finger to her eye and she cant se it comin or i might be trippin

Yes dogs can go blind and in some cases quite suddenly.
The test of a finger coming in towards the eye to see if there is a blink reflex is a good one.

and if the eyeball itself seems swollen this is another cause of vision loss
Your vet can examine the eye and determine if there is vision or not. Infection can be checked for as can eye pressure and condition of the retina.
