My golden retriever is lethargic, restless and walking in circles.

He seems to have an OK appetite. He's not vomitting. He won't look you in the eye. He looses his balance and runs into things. He acts like he can't hear you. He is 10 years old.
This sounds like he may be having an inner ear problem called vestibular syndrome.

Often this goes with an ear infection and so antibiotics may help.
The inner ear controls balance and if it is not working right its a bit like being motion sick or feeling like you are on a boat when you are on land.
