That is a sign he needs to see a vet as soon as you can get him to one.
This is a strong sign of anemia which can be due to disease or internal bleeding.
It can also be a sign of shock in a dog.
But with the water drinking it may be that he has internal blood loss making him dehydrated.
The vet may also find a different issue but he should see a vet today if at all possible.
