Does a female dog that has been spayed still give off, or emit some type of smell, or go through some type of mestration? I have two female dogs, both spayed, however every now and then my male min pin who is not fixded becomes quite amourous towards the females, and drives them nuts. He likes to lick their heads, and follows them around. Fortunately the times for both females have been different.

They should not have any sex hormonal odors present but if your male is picking up an odor of blood from a urinary tract infection that can cause such behavior. Also if he smells the odor of another female in heat from outside your home he may transfer his attentions to your females.
In unusual cases a spay may leave behind some ovarian tissue which can cause cycling.
You can have the vet run bloodwork when one of these 'love fests' is going on for the female who is getting his attentions to see if that is the issue.
