It is uncommon to have a blue heeler with one blue eye

we have 7 heeler puppies, one has a blue eye and a brown eye

Actually this can happen with the blue merle colored dogs.
The blue eye is considered a fault or flaw as brown is the only desired eye color.
Some are born with 'bi-eyes' or eyes that are half blue and half brown - this is also considered a flaw.
So while its 'different' its not desirable or rare its just a mismarking of the dog.
