With my dogs they are usually telling me they don't care for the food if its a full bowl or they want more if its an emtpy bowl. I've had some that just like to play with the bowl. Often if dogs tip or cover up the bowl they are saving the food for later meaning they don't feel like eating it now but don't want anyone else to get it. A bit like burying a bone.
