If you have seen water break you should have the first pup within an hour.
If you see hard straining you should have a puppy delivered within 20-30 minutes.
If your dog has been straining hard for longer than that then you need to see a veterinarian as its likely she has a pup that is too big or in the wrong position to deliver.
You would need to see an emergency vet and not wait hours for your vet to open tomorrow.

the exception is they tell you to wait too long before seeking help as in toy breeds they have less energy to spare to handle long delays in whelping or hard straining with a puppy they cannot deliver.
