My dog has a bump on his belly that looks like a blood ...

My dog has a bump on his belly that looks lije a blood blister. I thought it may be a tick but you can't see legs or anything. It is completely under the skin. What could this be.

Is it located about the center of his underside up towards the ribcage?

No it is lower near the nipples. it looks like a blood blister but it is a bump

It might be a small hernia. Dogs have nipples all the way from the rear to between the front legs. If it was in the centerline and in front of the area where the sheath is I'd suspect an umbilical hernia.

It may also be a small infection that hasn't opened to drain yet.
And it could be a wart or a tumor. There is a wart type growth young dogs get called a histiocytoma which looks almost like gum stuck on the skin. You can read about this here
