There are a large number of things this could be from a contact allergy with a rug cleaner or lawn chemical, to an infection, or to mange mites etc.
You can read about skin allergies here
http://www.lowchensaustralia.com/health/skin.htm
and other skin issues here
http://www.lbah.com/allergy.htm
You can try rinsing the area off with cool water and then using neosporin or triple antibiotic ointment on the sore areas.
You can see if some Benadryl will help the itching too. You can read here about dose info
http://www.lowchensaustralia.com/health/benadryl.htm
Those are just home first aid help until you can see a vet with him.
Hope this helps you!
