Benadryl can be dosed at 1 to 2 mg per pound of dog to help with itching. You can read about using Benadryl in dogs here
I do think you are seeing an allergic reaction. Dogs don't really get poison ivy but you might find she feels better if you give her a cool bath using a non flea soap type dog shampoo. That would take any foreign substances off her coat and the cool water should help with pain and inflammation.
This could be a reaction to bee stings or other insect bites.
If you can't control the itching you may want to see a vet for a shot of something more powerful than over the counter meds.
Hope this helps you!
