My dog has a rash that is oozing on his neck, what could it be

If this rash is oozing, it could be a "hot spot." This is an area of acute, moist dermatitis. The best way to deal the these is to shave all of the hair from around the lesion until you get to normal skin, wash it really well with soap and water twice a day and have it treated with steroid. You can have the vet give a shot of a steroid to quickly stop the inflammation and decrease the weeping, or you can use a steroid/antibiotic powder after washing the area. It should take a week or so to dry up completely.
