It could be an ear infection which would need to be treated by your veterinarian who will prescribe some antibiotic ear drops to help clear up the infection and also some oral antibiotics as well. It can be due to allergies as well but since you are seeing not only puffiness but irritation as well I would relate it more to an ear infection.

This can be a middle or inner ear infection which you can help aid with warm compresses for the swelling but only antibiotics and antibiotic ear drops that are prescribed by your veterinarian will be able to effectively clear up the infection. Id left untreated it can cause hearing loss. There is not much that you can do as far as OTC products for an ear infection except for the warm compresses. You can also use equal parts of white vinegar and isopropyl alcohol which can help to destroy the yeast that allows ear infections to come on. To help prevent further infections it is good to clean the ears regularly with a cotton ball as added moisture in the ears is what can cause an infection to thrive.
