My dog is panting and quivering uncontrollably, it isn't hot and is not normal for him. He is quite old for a dog and I am worried that something may be wrong.

Panting and trembling can be a sign of pain. Your best bet, at his age would be to have a vet take a look at him today to diagnose his ailment. It is too hard to guess with just these symptoms and not being able to listen to his heart, etc.
