If he is trying to get up but not able to do so, this is progress and there is hope. With some physical therapy and time, he might just get back to normal.
Be sure that you follow your vet's instructions when the dogs come home.

When they first come back home, you might need to help them walk with a sling or towel around their hips if they are unable to get much motion in their rear end.
I feel sure that your vet will send them home with antibiotics and/or steroids and then some.
