While puppies are growing they do pee an awful lot as urinating is one of the ways the body rids itself of the by products of breaking down food materials to build the body. In addition puppy kidneys are not that efficient in recycling fluids - they get better at it as they get older.
It pretty much goes like this for the average puppy
Pup wakes up and potties
Pup eats and potties
Pup drinks and potties
Pup plays and potties
Pup meets a 'superior being' and potties to show its a weak and mild little puppy
Pup has a nap wakes up and potties :-)
and so on throughout the day.
Pretty much a pup can only hold its urine for about 1 hour per month of age plus 1 so the max for a 8 week old pup would be maybe 3 hours tops. However when playing pups may need to urinate as often as every 15-30 minutes!
So if your vet has ruled out a urinary tract infection or some other disease then I suspect you just have a growing pup.
Of course this makes it the perfect time to housebreak as just about any time you take a pup out it needs to potty and can be praised for doing that outdoors!
If it still seems off to you I'd check back with the vet as urinary tract infections are fairly common in baby puppies.

Did your vet check a urine sample? if not I'd call the vet and see about bringing one in!
