Sometimes internal problems will be the root of bad breath. As long as he is acting, eating, going to the bathroom normally then I would have the vet check it next time he is in for an exam. Should he start drinking more or acting off in any other way then a vet visit is needed sooner.
I don't know what this poodles behavior is, but ask her if she ever watches the dog defecate. If not, maybe she should...young dogs with severe halitosis can defiantely be eating feces and 2yrs is young enough to have the habit.
I would agree that if you are concerned she should probably be seen by a vet, stomach ulcers/kidney disease, etc. can cause foul breath.
As far as home remedies, in the medical world before we give remedies, we have to rule out the serious stuff...so vet first then remedies!
