I am sorry Reagan is having this trouble.
He may experience a burning sensation when he urinates.
He could have a condition called Interstitial cystistis.
Esteemed authorities believe this is cause by a dry food diet:
Even though he is still urinating normally he should be checked by a vet. Male cats can develop a life threatening blockage very rapidly if they are not treated early with antibiotics.
You can give him 3 drops of cranberry juice every day to lower the PH or his urine and see if he stops licking but he also needs to see a vet.
