From your description, it sound like Velvet may be experiencing an adverse reaction to the anesthesia she was given for the surgery and/or any medications she was given during or after the procedure.
Unfortunately, there's really nothing to be done at home at this time, but put an emergency call in to your vet to explain her symptoms and she should be seen in person to be treated. The labored breathing is of concern. If you can't reach your vet, bring her to an ER vet center for evaluation.

I also wanted to mention that the sound you're hearing at the end of her meow is most likely just made by surplus saliva in her throat. Her throat may be sore from being intubated during the surgery.
