Hi. Sorry for the poor fellow :(

There is solvant to remove that but because a cat lick itself a lot (and can be licked by other cats), it would be safer to use a clipper and remove the affected fur area. It does not kill sheeps, it will not kill the cat, and the fur will regrow and that misadventure will become a distant bad memory. I would make sure he don't go out in freezing temperature in that situation that said.
