I am sorry you are concerned about your boy.
Can you please tell me what he eats?
How long is he lying by his water bowl?
Is he urinating normally?

I was hoping to hear right back from you so we could discuss what is going on with your boy.
Sitting by a water bow, but not drinking can be a symptom of dehydration.
Pull up the skin at his scruff, if he is dehydrated it will not spring will move slowly.
If he as even ONE UTI he is at risk for more. He should not eat any dry food as that causes UTI'S.
Please read articles written by a feline vet:
Other causes could be guarding his bowl if he lives with other pets.
Please let me know how he is doing and If you wish to discuss this further. Just press reply and I will be here for you.
