Does he need emergency care?

Hello. I don't think he needs emergency care. The third eyelid will raise when there is an upper respiratory infection in cats. This can give that rolled back eye look. Most cats with mild signs will have them resolve on their own over 7-10 days. If he's not eating or he's lethargic, then I would get him seen and started on antibiotics.
