My cat started getting crusty, scabby bumps on his head and neck about a month ago. I've been out of town for two weeks, and I return to see that some of them are now more like open, bloody spots.

I am sorry your boy has this trouble.
It is not serious. These bumps are called miliary dermatitis. t is an allergic reaction, usually to a flea bite:

You can dab plain neosporen on the sores. It is safe if he licks it.
You can also add one quarter of a 4 mg chlortrimeton to his wet food every 24 hours. It is very tiny so he will not detect it:
