Hello,
Well, a few ideas to try.
1. New scratch pad. Get both a vertical one and a horizontal one that lays flat.
2. You need to address any potential stress/anxiety from being indoors or caused by anything else.

By far, the most popular supplement to help with cat stress and anxiety is Feliway:

Here’s another new product that may show promise as well:

3. Double -sided tape instead of foil can work sometimes.

Good Luck
