If your male cat is not urinating, he needs to see a vet immediately. If he is able to urinate, it is much more likely he has a bite wound abscess on his face from fighting with other cats outdoors. He may need antibiotics and/or surgery to repair the damage. He likely has a fever. Either way, a call to your vet is a good idea.
Can you see any wounds in his mouth? Any broken teeth? Is he vomiting at all?
That blood has to be coming from somewhere. I really think you need to get cat to a vet.
