Hello. Techinically speaking, no, they cannot live in a litter box. They must have a warm blooded animal to feed from, or they will go dormant. What they can do is to survive in the litter box, waiting for the next warm meal to come by to do it's business. If you cat has fleas you are trying to get rid of, you are going to have to treat your cat, the inside of your house with the foggers and if the cat goes out, all outside areas, preferably on the same day so you won't end up chasing them inside and back out, or vice versa.
