A wild rat can most certainly hurt a cat or a rabbit. Rats will fight if cornered or attacked by a cat and they will try to steal and eat newborn kittens sometimes.
They may also try for newborn rabbits and can carry diseases that could impact a rabbit too.
A tame rat if it is healthy should be no problem.
