is it safe to give a senior cat milk of magnesia for constipation?....if not, what is a good OTC product for this issue?

Milk of magnesia can be used in cats and you can read about that here

But for constipation you may find some fiber, metamucil, or a hairball remedy will work better.

Sometimes with senior cats you have to help them get enough fluids. If your cat only eats dry food now, then adding canned food which is about 80+ percent water may help.
You may want your vet to check your cat for kidney function as if the cat is urinating away a lot of fluids constipation can be one result.
