The best option for most of these animals is a trip to the vet, but I am sorry that it progressed so quickly to a debilitating stage.
My sympathy is extended to you and your friend during this time of loss.
At 16 yrs of age it could be any number of things. Cats with chronic hypertension have degeneration the retina...which can cause blindness. Heart disease, and kidney disease can contribute to the hypertension.
This cat needs to be seen by a vet and have some bloodwork done. They will most likely be able to tell your friend the cause of the problem and if any treatment is available.
