my female budgie about 5 years old has been experiencing poop sticking to her vent for a few weeks now...she appears well otherwise

I'm sorry that your question wasn't answered in a timely manner. I would expect her to be diarrheic if this has been happening. Unless you can identify something that has changed in her diet - the addition of fruits, e.g. - that has made her droppings wetter than usual - an infection in her gastrointestinal tract by gram negative bacteria is usually diagnosed and a broad spectrum antibiotic is prescribed or, alternatively, her droppings are cultured and an antibiotic is chosen predicated upon the results of the culture.
It would be prudent to have her seen by an avian-oriented vet (please see here: www.aav.org). Please avoid over the counter antibiotics designed to be placed in her water. They aren't effective. A prescribed antibiotic should be dosed directly into her beak.
